Actually, I don't think revoking licenses is enough.

People who are consistently prone to reckless driving would think nothing of driving without a license. The better course should be taking their car away from them.

I was mostly agreeing with you until this unbelievably naive statement. Of COURSE we can trust the government. They would NEVER abuse the system..... *eye roll*
